Can you finance a condo at Library Court?
With 90 residences, Library Court is over the 10 unit line. Since August 3, 2026, a conventional loan in a building this size requires a Full Review of the HOA's finances, and from January 4, 2027 that review checks whether the budget sends at least 15% of dues to reserves or funds the reserve study's top recommendation. The test reads the reserve line in the budget, and it's the loan application date that decides which rule applies.
Built in 1955, at 6 stories, Library Court predates 1977, the cutoff for LA's non-ductile concrete retrofit program. If the building is subject to that program, an open order or an unfunded retrofit may come up in a lender's review. Retrofit rules in LA, explained.
Which loan you use changes the rules. Conventional loans run to $1,249,125 in LA County in 2026, jumbo lenders above that apply their own condo rules, and non-QM loans typically mean more down and a higher rate.
